British Broadcasting Corporation Gaza Programme Considered a 'Major' Infringement of Broadcasting Rules, States UK Media Regulator

The British broadcaster committed a "serious breach" of broadcasting rules by failing to disclose that the presenter of a documentary about the Gaza situation was the son of a Hamas representative, as ruled by UK media regulator Ofcom.

An probe by the media regulator into the documentary titled Gaza: How to Survive a Warzone has determined that the programme was "substantially inaccurate".

The head of the BBC had earlier expressed regret, saying there had been "a major oversight in relation to factual correctness".

Ofcom has ordered the broadcaster to air a prime-time statement about its decisions.

"Since this amounts to a major infringement of our rules, we are instructing the corporation to transmit a message of our findings against it on BBC2 at 21:00, with a schedule to be determined," it said.

'Risk to Damage Credibility'

The watchdog's statement said: "Our investigation concluded that the film's lack of disclosure that the narrator's male guardian occupied a post in the Hamas-administered administration was substantially inaccurate.

"It meant that the audience did not have essential details which may have been very significant to their assessment of the presenter and the details he shared.

"Trust is at the heart of the connection between a television network and its public, especially for a public service broadcaster such as the British Broadcasting Corporation.

"This oversight had the risk to damage the very considerable levels of credibility that viewers would have invested in a BBC factual programme about the conflict in Gaza."

The documentary was removed from the BBC's streaming service in February after the boy's familial connections came to light, and in the month of July an corporation's own inquiry concluded it violated the corporation's content policies on factual correctness.

A BBC spokesperson said: "The regulator's decision is in line with the results of the corporation's inquiry, that there was a serious error in the film in relation to the corporation's content standards on accuracy, which reflects clause 2.2 of Ofcom's Broadcasting Code.

"We expressed regret for this and we comply with the regulator's ruling in its entirety. We will adhere to the sanction as soon as the timing and language are confirmed."
